| WP 5: Revalourisation of landscapes with regard to economic aspects

WP 5a: Energy Landscapes
In continuation of the tradition of Lusatia as an „Energy Region" Work Package „Energy Landscapes" (WP 5A) deals with developing economically viable land use models by means of an intelligent utilisation of renewable energies. |

Work Package 5A includes the following measures:
• Biomass strategy in Lower Lusatia
Biomass is an indispensable component of an energy landscape as an attribute of both large potentials and enormous demand. A study on the biomass strategy in Lower Lusatia forms the theoretical basis and scope of action for the future use of biomass in the region. Subjects of the study comprise analyses of potentials and demands as well as integration of existing project approaches and action strategies and first steps towards energetic uses.
• Feasibility studies
The feasibility of an energy landscape will be reviewed at least for two specific locations in Lusatia. And, after positive findings, an individual energy landscape will be created.
• Study on the labour market and training structures
An analysis of regional education/training and counselling structures as well as existing offers in the field of renewable energies will be complemented by chances, deficits and solutions. Objective is an adjustment or new development of job profiles in order to create future-proof employments.
• Construction of a mobile exhibition and presentation module
An energy-autarkic, portable and flexibly usable module for exhibition and presentation purposes is presently in the design phase. This module is both an exhibit and the carrier of an exhibition about „Energy landscapes" and will be on show in different sites in Lusatia and in the partner regions Silesia (Poland) and Veneto (Italy) within the scope of the REKULA Project.
• Conference, workshops, supporting regional working group - For a regional and European-wide discourse
The REKULA Project will provide to the regional, national and international partners and stakeholders a large variety of opportunities to exchange experiences and cooperate through events and media. The discussions are anticipated to trigger further project that are effective both in terms of public relations and job creation.
WP 5b: Study "Networking through optimised transport concepts"
This part 5b in REKULA Working Package 5 carries out analyses of demand-covering infrastructural networking and transport optimisation in the sense of improving regional short-distance service, in particular with a view to developing and accessing IBA projects with touristic relevance.
One focus is placed on examining with the profound structural changes in rural areas as a basis for analysing the new challenges placed by the regional transport market (transport requirements, public demand, optimal accessibility of IBA projects by visitors). The central aspect is the search for new, innovative ways and solutions with alternative service forms (e.g. Call-a-Bus system) and their model-like support under the umbrella of the IBA Fürst-Pückler-Land.
Meetings of working groups take the contents to the regional level. One element of the study is pursuing exchanges of experience with national and European alternative service concepts.
• 2003 Study Part 1
Initial analysis and asset survey of the IBA region, deduction of transport requirements on the basis of current and expected structural changes in rural areas, elaboration of a transport concept with networking and accessibility of the widely dispersed projects, especially by employing alternative service forms, selection of two suitable pilot projects with project executing agency and financing concept
• 2004 Study Part 2
Specific planning of pilot projects and their specialist consultant implementation support, recommendation of an innovative vehicle type with alternative forms of propulsion
